Steering Committee
GUIDELINES FOR STEERING COMMITTEE ACTIVITY
1. Motivations
A widespread interest in techniques for transmission of video information at bitrates around 64 kbit/s has stimulated many contributions to several conferences. The time allocated to presentations and discussions, however, is generally rather limited. Most contributions, moreover, tend to describe modifications, simplifications and adaptations of some well established coding schemes.
On the other hand more and more laboratory prototypes or even commercial products fulfilling basic requirements for video transmission at that bitrate are known to exist.
A strong interest is also emerging for application of "Artificial Intelligence" based algorithms, which are considered an essential tool to achieve a real breakthrough in performance.
2. Objectives
Taking into consideration the elements listed above, a group of professionals, whose names appear at the end of this document, have decided to set up a Steering Committee with the aim of organising a technical Workshop based on the following philosophy:
· The area of contributions is restricted to advanced topics, each contribution being substantiated by video cassette demonstrations of coded sequences (those agreed by the Specialists Group of CCITT SGXV are recommended);
· State-of-the-art topics are considered if algorithm and codec architecture description is given and the contribution is substantiated by hardware operating in real time demonstrated at the Workshop site;
· Enough time for careful technical examination of the individual contributions is allowed.
3. Sponsorships and Cooperations
In view of the broad international basis of the Workshop, sponsorship of EURASIP and cooperation of IEEE and IEICE is desirable.
4. Tasks of the Steering Committee
· To decide on "Guidelines for Steering Committee Activity"
· To decide on Workshop management (e.g.chairmanship, place, date,additional events, etc.)
· To decide on sponsorship/cooperation of professional Societies
· To define R&D areas to appear in the call for papers
· To decide criteria for paper acceptance
· To arrange meetings when necessary
· To disseminate information on Workshop activity in countries and technical communities of each SC member
· To liaise with professional Societies and conferences on related topics
· To decide on Steering Committee Membership.
5. Steering Committee Composition
The Steering Committee is made of people representing the three global regions on an equal footing. The three global regions are defined as follows:
· Americas
· Europe/Africa/Near and Middle East
· Far East/Australia
